The foreword of this publication states;

“THIS ENGLAND, now in its second issue, requires little introduction. It is published in the belief that the Englishman is genial enough to enjoy holding the mirror to his own absurdities, and shrewd enough to profit by the experience. He is always willing to pay Irishmen and other foreigners large sums of money for laughing at him; and to join in and laugh at himself has always been one of his most valued liberties. Especially valued when, as at the present time, he is up against it. This has sometimes been attributed to a preposterous complacency; but he has a conscience too. That laugh, like Figaro's, frequently disguises the fear of weeping. In THIS ENGLAND, the Englishman is seen grimacing at the varied and familiar spectacle he presented during the last two years in the columns of his morning newspaper. Our intention is not to pillory the Press; after all, we are the Press ourselves, and the Press is surely England relieved of its native taciturnity. The name of the newspaper is appended to each quotation chiefly as a source and a guarantee of genuineness. It remains only for the Editor to thank the English public for writing this book for him.”
