The introduction of this book states; 
 
“THE British Red Cross Society's First-Aid Manual No. I covers the problems of peace-time First Aid. In war, however, and especially in air raids on the civilian population, the Civil Defence services are required to deal quickly with a large number of casualties with severe injuries not ordinarily met with in civilian life. The work which they are expected to carry out under difficult conditions and in constant danger demands considerable modifica- tions of peace-time First-Aid practice. This appendix, which is meant to be read in conjunction with the First-Aid Manual No. 1, gives a short account of the casualty services, sets out as clearly and con- cisely as possible those simple but effective methods which have special application to war work, and contains a chapter on the war gases which can be read in conjunction with the Air-Raid Precautions Handbook No. 2. It is intended primarily for use as a guide to the training in First Aid, under medical supervision, of members of the Civil Defence services, but it is also hoped that many civilians on their own initiative will study it and learn to carry out in emergency those life-saving and other First-Aid measures which are of such vital importance. This is a reference handbook for every citizen engaged in total war.”
